《2025年促進循環再造及妥善處置產品(雜項修訂)條例草案》（下稱《草案》）委員會最近邀請公眾提交意見。綠惜地球、綠色力量、綠領行動和綠色和平支持上述的法律框架，認為修例有助日後擴大生產者責任計劃的覆蓋。
Instead of placing our hopes in recycling and the use of degradable plastics, we should seek to avoid, reduce at source and reuse. Our excessive use of plastic, coupled with heavy reliance on single-use plastics, is the crux of the problem. We must ditch our addiction to single-use plastics, slash plastic production at source and develop genuine plastic-free and harmless alternatives.
政府管制即棄塑膠首階段實施至今一周年，惟綠惜地球調查發現，逾 70 間零售商、非牟利團體、機構、大型網店及網購平台等，仍有售賣標榜「環保」、「可分解」或「可分解」的受管制氧化式可分解塑膠產品，貨品多為寵物拾便袋，亦有食物保鮮膠袋、垃圾袋或氧化分解添加劑原材料。綠惜地球批評環保署對氧化式可分解塑膠產品的解說資料馬虎含糊，亦從未發出勸籲，或令不少商戶誤墜法網，當局須廣泛解說，並全面淘汰該類產品。
最近北京召開「兩會」，有高層官員稱，正探討香港可否把垃圾送往內地集中處理。首先要談的是，官員稱的「垃圾」，其實指的是什麼呢？京、滬、穗、深等大型城市已實行強制垃圾分類多年，在這些城市，垃圾須分成廚餘垃圾、可回收物、有害垃圾和其他垃圾四類，當中當然也包括了市民常常回收的紙料、金屬、塑膠、廢舊電器等等。垃圾應否運到內地處理的討論，早在去年年中出現，當時環境及生態局局長也強調，與內地探討「無廢灣區」，意思是討論跨境回收，而非把香港的垃圾直接送到內地焚燒或棄置。
The Hong Kong government recently released details about the producer responsibility scheme for single-use plastic drink containers and sought approval for a common legislative framework for the efficient management of different products. While I fully support the framework, I am disappointed by the weakness of the proposal compared to the one released in 2021.
