Chief Executive John Lee Ka-chiu has been soliciting public views for his fourth policy address while stressing the importance of boosting the economy, innovative development and people's livelihoods. The recent black rainstorms remind us of the urgency of building climate resilience against extreme weather. Lee must give high priority to sustainability in order to strengthen our resilience to financial, environmental and social risks – the three key pillars of sustainable development.

AI tools are now integral to day-to-day tasks like research and content creation. To support this demand, tech giants like Apple and Google have invested heavily in data centres, with Meta and Microsoft even exploring nuclear power options to meet AI’s massive energy needs.
（2025 年 2 月 21 日 評論）近年氣候變化越來越來嚴重，按香港政府的資料，建築物佔全港用電量約90%，逾60%的碳排放來自建築物耗能相關的電力生產，因此建築物的節能工作是城市舒緩氣候變化的重要舉措。政府倡導節能多年，2022年的《施政報告》主動提出要以2018-19年作基準，在2024-25年度提升政府建築物的「整體能源表現」6%。「節能期」行將屆滿，到底節能情況為何？

最近政府向立法會內會提交了 2025 年度立法議程，環保政策方面，上榜的有《建築物能源效益條例》的修訂。香港的建築物佔全港用電量約 90%，政府在十多年前制訂《建築物能源效益條例》，要求建築物業主每十年進行一次能源審核，除了申報能源使用指數（EUI；用於計算建築物的耗能密度），還要找出「能源管理機會」（簡單理解是節能建議），藉此驅使建築物相關界別節約能源。《條例》實行多年以後，政府主動提出修改，固然值得支持。在過去十多年，世界各地都著手改善建築物的能源效益，現時內地和海外都有一些做法，或有參考價值。
